What is the finish on these? Are they painted? Will they rust if the finish is scratched?

The carbon look, is a wet transfer process. The steel is EDP coated before the transfer process, so should not rust if scratched. If the panel is gouged to bare steel, rust may then become an issue. You may want to touch up the area with paint in such a case as that.
