If you can find a low pressure in tank pump then yes, you can remove the high pressure pump and replace it with a low pressure unit. Otherwise, you can remove the high pressure pump and replace it with some fuel safe hose to reach the bottom of the tank and use either a mechanical low pressure pump on the motor, or a low pressure electric pump mounted outside the tank.
